Civil and public law

Private law deals with the relationships between citizens, one with another and public law deals with the relationship between the citizens and the state.
In a civil case an individual (plaintiff) may bring a civil action vs. defendant seeking for compensation. If a suspect is found guilty in a civil case, he must award damages and comply all orders. In criminal case the state (prosecution) brings a criminal action according to proof beyond reasonable doubt. Guilty person in a criminal case can be punished with life imprisonment or just a fine.
Citizens have a right to bring a civil action against police for its unmoral and illegal behaviour.
